问题描述：
如题：S5130-28TP-EI 通电启动后总是进入Bootrom
已下载并升级到最新的boot，system版本（H3C S5130EI_E-CMW710-R3507P10）
并且设定为主启动镜像，但每次重启后都还是进入Boottom。

第1步、格式化交换机flash，清空所有文件
第2步、重新上传ipe文件，并设定boot，system镜像文件为Main
第3步、reboot交换机
系统显示以下结果：
